3 inch lost in FlightOne

Just built a fresh 3 inch with 1407 4200kv motors first 3 inch build and first time running flight one instead of beta flight, long story short I can’t get the dang thing to tune right.... First question is, can I tune with higher pid’s such near 5 inch pid’s or does it have to stay lower with the high kv motors ? And I can’t get the nose to stay level with throttle punch, it’ll lean forward and then some times back. No matter what I adjust in the gains nothing seems to help that... some filter tuning has helped but problem is still prominent even with adjusting cg range... any flight one guys who might be out there to help would be awesome !
