iv had some experience flying a plane so it would be wrong to say it will take months my trainer probably goes around 60 mph and so far iv had a blast flying it and cant wait to go even faster

Calculating the speed of a plane is one thing. Just building such a plane that might be able to do it is difficult and actually achieving it is the hardest of all.
Without suitable knowledge, experience and skills an attempt on anything like 400mph is doomed to disappointment.
How long will it take to acquire the necessary level of knowledge, experience and skill?
Set out to achieve a verified 100mph and you will begin to get an idea.
Are you aware that whatever power you need for 100mph it will require something like 16 times more for 400mph. That's not my opinion but the laws of aerodynamics.
