This isn't a solar issue, it's a housing development issue that just happens to feature solar panels. Might as well be upset that all the houses likely have toilets.

Down there Id be more freaked out about them flushing backwards.

Based on my airport experiences, somebody's missed the complete notification processes. If it's the government, that's cause for stopping the permitting process and result in $$$$ delays to the development. I'll bet the government did their due diligence correctly.
