Conflicting info / foreigner flying in Canada

Anyone make sense of this? :unsure:

"All pilots of drones or “Remotely Piloted Aircraft Systems (RPAS)” with a maximum takeoff weight of 250 grams up to and including 25 kilograms must pass an online exam."

"Foreign residents are not eligible to register or operate a drone in Canada. If you are a foreign resident and wish to operate a drone in Canada, you must apply for a Special Flight Operations Certificate."

"You are not a Canadian citizen, permanent resident of Canada or a corporation incorporated by or under the laws of Canada or a province"

You do not need this certificate if:
  • your drone weighs under 25 kg
I don’t understand how I’m supposed to fly my drone(blade vusion v2 250). I live in Vancouver and i am only 13 and you have to be 14+ to take the test and register your drone. So I’m very confused.

I don't think you can legally fly... Retarded right? Maybe if you join MAAC you can fly younger, I can't seem to find their safety codes/rules right now.

That’s why I was asking, I could not find any info about this on the MAAC website and I can’t email them for some reason without a MAAC number. It’s really confusing.
