Cutting Plans Out

Im a bit confused. Am I supposed to cut the outside of the black lines or the inside (leaving no black outline on the template)?
For internal cutouts do I cut the outside of the cutout (leaving no black outline on the template ) or just the inside of the cutout? As an example the horizontal stabilizer of the mini scout has a rectanglular cutout for the tail.

Do your best to cut directly on top of all solid black lines in the plans. What little slop there is won't be too noticable and will usually be fixed/filled in with hot glue.

They are foamboard airplanes with short life expectancies. Don't obsess over the lines.

I always cut the outside, leaving the line on the template. I agree with @Arcfyre, we are building with foam board. A few (hundred) thou are not going to make a difference.

I second what has been said I always make a mistake somewhere and guess what the plane still flys unless I didn’t do a crap check before launching :).
