Im not a spectrum guy but I am sure if you drop a video of you trying someone will spot where or what the issue may be.

Here are the steps

Remove the prop or disconnect the motor.
Place the bind plug into any channel.
Power on the Rx, power can be supplied to any channel, though typically to ch 3
The Rx should have a light that is blinking rapidly, 3+ times per second.
If the light is blinking slowly, once per second, you are not in bind mode.
Press and hold the bind button on the Tx while turning it on. When powered on, release the bind button.
In a few seconds, the blinking Rx light should go solid. If not try moving the Tx away from the Rx.
Power off the Tx, this will get out of bind mode.
Power off the Rx and remove the bind plug.
Power on The Tx then the Rx.
You should now be bound.
