I'm fairly new to skins, not new to building FT or community designs. Id love to print out these graphics to put on my Noob Wonder but I'm not sure how to print these, and I'm not seeing any links to instructions or how to's. I have the file downloaded, is this something I just have Staples print full size on some thin blue print thin paper? Or is this more of a vinyl only kind of thing?

If you are not planning to use vinyl, you can simply print these out full size on thin or standard paper. Then just cut them out and glue (or tape) them on.
