It wouldn't be hard to alter an FT Mini Guinea to match that, it's already pretty close.

I have seen those but they are free flight plans not full rc plans. I have found older ones but I want to be able to enter it in a scale day competition. But I would not mind seeing a flitetest.com version of this aircraft.

It flies, it has movable control surfaces. Not difficult to add some servos and a receiver.
