Naze 32 is not powering motors through receiver

I am using Naze 32 as flight controller and setting it with cleanflight. Receiver mode is PWM. I have set the minimum and maximum throttle from 1090 to 2000. When i increase the throttle, it changes in the receiver tab but the motor don't turn on. How to resolve this issue??

Have you plugged in the flight battery? What startup tones to the motors give?

That min throttle of 1090 seems high. Is that by chance above the min check value? If that is so the FC wont arm so that thing don't try to launch on power up. You should expect min throttle to be 1020 - 145 ish range and MAYBE as high as 1070 for people with heavier quads to help "Catch" the quad after flips and rolls better. I don't think I have ever seen a min throttle above 1070 so far.
