Can it be powered in the field with a lipo through the xt60 port? Example: use 5000mah 3s lipo to charge 650mah 3s flight batteries at 2c.

It needs 11-18 volts DC. A 3s is 11.1 v and as you charge it will drop below the min required voltage quickly. Maybe immediately.
You'll need a 4s, and it will only charge while it is above 11 v.

@AIRFORGE is correct. I tested one earlier this year (proB6 variant) with a variety of input power scenarios including direct attachment to a solar panel with no battery. They can be very picky about the input voltage/current and will shut down fast if the voltage is too high or too low. A 3S "nominal" voltage is 11V so you should get a few charges out of it before it drops that low and the charger undervolts. Keep your charge current low to keep the battery from sagging. If you can plug it in to a 12V power outlet on a car, that would work too.
