Quadcopter problem.

So i got my first quadcopter today. It is just a cheap one. Its called Beetle V929. I had a problem with one of the blades. One of my blades isnt spinning.

I have no clue about helis or quadcopters so i thought one of you might know.
 
Also i have just noticed that it spins when i use the rudder. So i assume there is something wrong with the throttle? When i give it some throttle it doesnt spin until i give like 70% throttle.

Is there anything in the instructions (if there are any) about calibrating the electronic speed controllers (escs)?

Push the battery partially into the holder so that it is almost plugged in. Set the quad upright on a level surface. Turn on the transmitter, then slide the battery into place. Wait for the transmitter to stop beeping and the light on the quad to stop flashing before moving it. Then try it.
 
Ahh got it working thanks Aiidanwings. Yea i havnt used anything like this before and the instructions are useless as always haha.
