Rotor Bones Flip 1.5 [No motor response]

I recently built the Rotor Bones quad with the flip 1.5 board flight controller, and all the recommended parts. When it came to powering up and flying it for the first time all I got from the motors was a beep and a twitch. So I went and installed the flip 2.3 firmware on the board hoping that i might get some sort of movement. After another failure I downloaded the Multi Wii config program and it turns out that the board is receiving everything from the transmitter. Where the motor display is in the Multi Wii config program nothing changes on the motor charts when I move the throttle. If anyone has any suggestions please leave a comment.
