Are servos supposed to look like this in sides with this glue? It came like this I don’t know if this is the reason it’s not turning

it's grease they use it to lube the gears

Yes, that looks normal. I agree with @bearit, it’s grease.

There are many reasons why a servo will not respond, the plug needs to be flipped, the receiver is not bound to the transmitter, are just a few.

It would be helpful if you could give us a little more information.
