I believe some FliteTest plans are made using Corel Draw, while SPONZ uses 3D designing programs to make them and formats them into 2D plans. I'm not sure of the final program SPONZ uses, but I found this thread https://forum.flitetest.com/index.php?threads/dan-sponholz.63314/#post-639207 that talks about the programs SPONZ (and other people) use to design their airplanes. I don't know anything about designing airplanes with 3D software, but I did dip my toes into 2D designing from a three-way drawing. I use Inkscape, which is a free and community-funded and maintained program that works really well.
Honestly, I have no idea. I have not looked into it at all because Inkscape was offered for free, had all of the capabilities that I needed, and is pretty powerful. I just went to the Corel website but the information is vague and pricing depends on the program you need and the add-ons you want. I have no experience with any programs except Inkscape, and even in Inkscape, I am just starting out. However, Inkscape seems like a good free option. If you want to try other programs, I believe Corel Draw and Adobe Illustrator offer free trials.
