Would an Emax 2822 be enough to power it? And if so, what prop and battery setup would you recommend for it?
Yep, that’ll work great! I really like the APC 10x5 prop. For the battery I’d probably use a 1500 - 2200 3s. The 2822 is a pretty light motor so you’ll want to get as much nose weight as you can.

And would using a 30 amp esc be bad for the motor? I don't know much about that kind of stuff. I'm debating between the 20 amp or the 30 amp version of this: https://www.amazon.com/gp/product/B074JGKSZS/?tag=lstir-20 . Do you think it'll work? I want to keep the price down since at some point I want to just give this to my friend to get him into it all.
It never hurts to have an esc with a higher amp rating. Either a 20 or 30 amp esc will work with that emax motor, but if I were you I'd get the 30 amp just to stay on the safe side.

Okay! I was just asking since this: http://www.valuehobby.com/emax-cf2822-outrunner.html says only to use it on a 2s.
If you're ordering from valuehobbies I might recommend using this motor: http://www.valuehobby.com/2830-1200kv-outrunner-motor.html I have two of them and they work really well! One of the best things about them is since they use a bolt-on prop shaft you don't have to worry about breaking a prop collet or bending/breaking the prop shaft. I've used mine on 9" and 10" props on 3s with great success.
