Using .PDF plans for pin Cutter

Need some assistance. I wanted to cut out the Flite Test .pdf plans using a pin cutter. When I import the plans into Inkscape and try to ungroup in order to remove any items that are not needed in the cut, I am not able to ungroup. After ungrouping once the feature is no longer available and the page is still one large group.
Does anyone know how to work around this?

It depends on which plans. Which plane are you trying? The older plans without a watermark should import into inkscape as a vector file. The newer plans, usually with a watermark, are not importable as a vector file to inkscape. If that's the type you're trying to do then @Mr Man is correct, you'll have to draw over the pdf and create your own vector drawing.

Buttheads were using the "free for personal use only" plans to make and sell very low quality bootleg copies of FT kits, including FT branding. Many of the very defective knock-off kits were replaced by official FT before they realized they weren't official FT products. The raster image plans are a deterent for the simple-minded buttheads.
