if you mean something that _looks_ like a submarine:
The blimp is very close in over all shape to a submarine
if you mean something that can both go under water and above, that would require solving some significant challenges (sub needs to have approx the density of water, planes - at the RC scale - generally need to be less dense then that.) 2.4GHz RC control links also don't work through much water either, meaning issues controlling something under the water.
