I just ran into this... I think it is worth your consideration and effort to keep FAA from regulating the RC hobby. They already have enacted a regulation for mandatory registration of model aircraft. Here is yet another step... If the proposed bill is enacted, the FAA will be establishing best build practices on the model RC hobby.

They are urging all of us to write to our senators. The amendment to the Federal Aviation Administration (FAA) Reauthorization Act of 2016 is aimed to protect the RC modeling communities rights.

Yep.. lets hope it works. still not optimal bill. Wish our hobby would just be left alone.

Looks like they are jumping feet first into phase 2 already... Phase 1 was to lure the hobby community into registering...first with rebates and then bully threats. Phase 2 is to prevent you from building models yourself. Phase 3? Probably going to try either registering individual models to try to weed out people that still build their own and/or pushing some sort of pilot license onto hobbyists.
