My son and I built our first quad, a KL EX90. The drone flies, but I've got a non-functioning VTX.

The first VTX I purchased showed no indication of working. No LEDs. Nothing. The V+ pad shows approximately 5V from my FC relative to GND. On a scope I see analog video coming from the FC.
The first one was returned to the seller and I received another one. Same issue.
Is there something I'm missing? I haven't seen any real documentation on it, but I assume some combination of long and short presses of the button should cycle through the bands and channels but I'm getting nothing.
It's either me or they have a bad lot of these VTX in inventory. Any suggestions would be appreciated in debugging this.
