If you plan on operating your drone for any other reason than for fun, you must fly under part 107.

Based on Bruce's video, I'd say that the FAA is so incompetent and stupid that they have weaved themselves into a spaghetti bowl of rules and regs that even they don't understand. The result is that any hobbyist who dares post a video for monetization is in danger. Never attest to malice what can be explained by incompetence.
