First build -hobbyking bixler 2 -need help

Okay, I actually have gotten some things done. My Bixler 2 has arrived! I have also ordered an EasyCap device for my computer. My other parts for my bixler should come soon, but until then i need to ask what kind of battery is okay. I wanted a 2200mah 3s 3 cell battery, but my plane specs say it should be 15C, and i can only find 45C.
Will a 45C battery work or not?
I also have engine problems. The plane says 26~28 size 1300kv outrunner, but i can only find 1400kv's. Will the 1400kv work?

Higher discharge rate (C-rating) is fine, they are just usually a bit heavier. Not enough to be worried about I don't think...watch the balance is all.
The kv rating is how fast the motor will turn per volt, so you'll be turning 100 more RPM's a volt. Again, nothing to worry about as long as you are not pulling too many amps for the motor/ESC/battery combo which you should always check initially anyway just to be sure something funky isn't going on in your "drivetrain".
