Correct. I have noticed this phenomenon for over a year.

Yep the server itself is not set for the right time zone.

It has to be something other than a time-zone setting. Time-zones are in 1 hour increments. The Forum times are off by approximately 30 minutes for me.

3:13 pm pacific time, the clock is off by 32 minutes. (For me at least).

It's not likely a timezone issue. That would cause it to be off by hours not 20-30 minutes.
More likely NNTP on the server needs a kick in the shins.
