User Tracking with GPS / Transmitters?

I'm coming up with a pretty neat idea for video tracking and saw something a while back that was a camera that followed someone around with a certain transmitter. I was wondering if anyone has messed around with this before and know of any good system that would allow me to track a users location and identify them (i.e. if multiple people carrying a transmitter, who's who?)? The transmitters need to be light and small in order to velcro it to someone or even a watch style that they can wear.

Yeah I'm trying not to be ridiculous with my project. I want to use quad-copters to fly/film me (others) riding around on a motorcycle.

IIRC there was something similar called "swivl" that allowed a camera to follow a marker you had on you or something.

I know APM has "follow me" mode - I don't have any experience with it but I have seen a few videos on YouTube that looks pretty cool (and slightly creepy!)
