BLHeli ESC name question

I am replacing a 12A Emax BLHeli ESC that was damaged in my Mini Guinea. I can find them but they have names like Shina 12A Emax BLHeli firmware.

So is this just a 3rd party manufacturer that makes the ESC using BLHELI firmware?
