Interesting concept. I would say the average idiot flying where he shouldn't won't be paying attention to the airspace around him. He will be looking down at the event he shouldn't be filming from the air. He won't know until his phantom is hanging off the net.

The only problem is here in the states many cops can barely drive a police car or shoot their service pistol... how can you expect them to precisely fly a multi-rotor?
