Help! Drone competition

I would like to enter a fixed wing drone(RC Plane) in a small drone competition, but some rules include: Hovering in the air for 5 sec(the smoother the better),landing on a 2ft diameter launch pad, taking off from that same pad, and maneuvering through hoops 2.5 feet in diameter. The drone also has to cost less than $250. I have a 3d printer and have made many models out of foam. I have a lot of time. Any Ideas? VTOL?

Can you hover a plane?

Not yet. But If you have a recomendation for a plane that I could 3d print or build, I would try that. I have wanted to build a plane like that a long time!

Would a blackfly work?

I was thinking building the ft 3d at about 70% scale, and adding some thing on the back behind the horizontal stabilizer for vertical takeoffs/landings.
