Foam board model of the Grumman F-14 Tomcat powered by two 64 mm ducted fans. This F-14 is capable of flying at both very low and high speeds with its ability to change its sweep angle in mid-flight.

It is not. The Master Series is only available in kit form. This is a community-developed version by @Flitedesign 3d.

Is there a legend for the plans or what size plott print does it need to be on?

The PDFs are of size 762x508mm, or 20x30" You need to print them at 1:1 scale, you can do this with a normal printer by printing them as a multi-page poster

I want to know if I can 3D print the wing sweep mechanism? If yes so from what metirial? PETG?

It probably could be done, although I haven't tried it. My concern would be rigidity. PETG and other 3d-printed materials are not as rigid as carbon fiber sheet. Another option would be to have it cut via one of the online CNC services like PCBway or others. I have no idea what the cost would be, though.

This plane is on my to-build list. I just don't have the time or space yet to get it done.

I completely forgot about pcbway I'll see maybe I can get my hands on a cnc machine.
And I also have absolutely no place in my room so I put some planes on the couch😂
My mom is not soo happy about it lol,
But It doesn't stop me from building more and more planes
