Can a 200mW transmitter be used with a 400mW receiver in a fpv system? Thanks for the response.

First of all, Receivers are not rated in mW like the transmitter. They are rated by their Signal to Noise ratio (aka SNR) and sensitivity and these ratings are completely independent from those of the transmitter. So, I am assuming what you really mean is "Can a 200mW transmitter be used with a receiver that came with a 400mW fpv system?"

Yes, assuming they transmit on the same frequencies but you will loose range. How much range you will loose depends on many factors (most important being the antennas used on receiver and transmitter and the environment you are flying in). Expect that your range will be one quarter of the original transmitter, assuming all other factors remain equal. It could be better and it could be worse so be sure to test it out for your specific equipment and environment.
