Help! What do i do first before i can fly?

I'm confused about what is first now a days. What's with all this licensing, apps to get approval to fly at my local (very empty most days) park? I'm also reading about a ID circuit board I have to have?
Sorry about acting lost here. I'm 66, and haven't flown since 1979, gas powered, in another country.
Life said no fly for you, until now. So... What else do I need other than a "mini-tudor MKR2 bundle? Seriously please?

i would start with a sub 250g model you can fly in your park, while sorting out everything else
