I did this a while ago, ignore the cleats and control horn bits if you have others to hand. All you need are the rudder and the filler for the tail section.
The filler bit just allows you to fill the gap in the tail and gives something to glue into, use slicer or sandpaper to make it fit inside the tail. Or fill the tail with balsa or hot glue. Main bit is the now movable rudder.
