Throttle curve problem

Hi, my brother has recently bought a 250 sized quad with a naze32 rev6 DOF6, it is all set up and ready to go. Except for one problem, the motors cant decide what throttle setting to stay on!

He advances throttle to about 1/4 and three of the motors slow down and stop (same at full) and one (at 3/4 and below) goes full rpm with no way to idle it.

We cant find out what is wrong, and everything we know how to do is useless.

Is that on the bench or when flying? On the bench it is probably normal, the quad is trying get level.
