Help! AeroScout Prolbems

Hey guys, I have an Aeroscout that I have been having trouble flying because of the elevator. The down elevator in each Flight mode only causes it to go down 1/8 in. It's so small it doesn't make a difference during flight. How do I increase the down elevator? Also, what does "Field ID" Mean in Forward Programming?

Need more information like radio setup as the problem could be the radio setup or servo setup along with how the control horns are set up properly or using a stabilizer of some kind..
