I think it protects current big industry players while doing NOTHING for the little guy who has no high power lobbyist to whisper in the legislators ears but it IS currently an incomplete work so we will see.

Despite FAA regs, it is still illegal to use ham freqencies for commercial FPV

If something bad happens on a commercial UAV flight that involves FPV, a picky government bureaucrat could deem a flight illegal and pull your certificate or levy a fine. It is illegal to use any amateur frequency for commercial purposes. I wonder if an illegal flight is covered under AMA liability insurance.
