Choose one of the 1/16x3/32" spars in the rudder and replace it with 1/4x3/32" to mount the control horn. You should have plenty of 3/32" scrap balsa that'll fit the bill.

Thank you. The big problem is I may need to just make the bottom of the rudder be sheeting. I added a small piece of super light balsa for reinforcement. Be fore the whole thing could really flex.

You could certainly make the bottom section of the rudder more solid. Every gram of weight added to the tail equals four times that needed in the nose to balance. Covering adds a lot of stiffness to the tail surfaces. What you have now looks sufficient.
