Park Flyers Exempt?

For a long time, the model aircraft community has been divided into two parts: "park flyers" and larger/louder/heavier aircraft.

In order to qualify for the "park flyer" category, an aircraft must:

a) be under 2 pounds in weight;
b) fly at no more than 60 miles per hour;
c) use an electric (or other quiet) propulsion system.

Although I am yet to see a gas powered multirotor, I'm wondering if it would make sense to exempt park flyers from the new FAA rules.

Is this silly?

Build another!
Park flyers should indeed be separate. But that would also separate the government from its tax revenue. Good luck with that.

Nothing about the registration makes sense. No point in splitting hairs when the FAA wants to shave the whole thing.
