It was made a racecar by a UK guy (small car, big motors), at the first one the judges didnt want the driver to get his wanted carname, and called it Chitty Bang Bang afterwards, and that was accepted, that was how that name was oriented to a car. After, he made a few more (3 variants all together) before (of course) died in a carcrash racing...
The guy was named Louis Zborowski, his racecars were so loud that Canterbury reportedly passed a by-law prohibiting them from entering within the city walls. The origin of the name "Chitty Bang Bang" is disputed, but may have been inspired by aeronautical engineer
